Heat Pumps may be classed as Permitted Development or may attract Local Authority Planning restrictions that could affect your ability to install the equipment without the relevant planning approval.
All installation activity is undertaken by an MCS (Microgeneration Certification Scheme) registered professional, to ensure the quality of the work undertaken. This is governed by the established MCS calculation method which, having surveyed the property, will determine the anticipated noise levels generated by your heat pump in relation to the nearest habitable room window in the Lounge etc., in your property, or your neighbours. Noise levels will depend on a number of factors such as orientation, obstruction and which manufacturers pump is to be installed. This will be established as part of the initial property survey.
To get a bit technical if the noise of the heat pump is less than 42dB(A) – 42 decibels, determined by accurate calculation and the equivalent of a babbling brook, then planning permission is not required as the installation will fall under Local authority Permitted Development guidelines. If, however, the result of the survey finds that due to site-specific circumstances, the decibel level is above 42dB(A) then the installation falls outside Permitted Development parameters and Planning Permission will be required.
